• Two immediate prohibitions placed on the sole vehicle operated by James Connolly Wholesale Meat, of Northampton, have shortened the duration of its operating licence, which will now expire at the end of next January.

Eastern Licensing Authority Brigadier Compton Boyd was told that the vehicle had been given an immediate prohibition at its annual test in July for steering, suspension, exhaust, lighting and brake defects. A further prohibition had been imposed in September.

For Connolly, Dominic Nolan said the vehicle had been maintained by a mobile mechanic who had since died. The mechanic concerned had been ill for about 12 months before hand, and the system had been operated by a dying man.

A contract had since been entered into for the vehicle to be maintained by a commercial garage, with inspections carried out at intervals of six weeks.

Nolan said the prohibitions had already had a punitive effect on Connolly in that they had resulted in the loss of use of a vehicle which was fundamental to the operation of the business.

Boyd said Connolly's maintenance record was well nigh appalling, An immediate prohibition had been imposed during the annual test, when Connolly should have been giving it "his best shot".

However, the Licensing Authority said he was not in the business of taking away someone's livelihood when the problem seemed to have been solved, particularly where an operator had not appeared before him previously.

He warned Connolly to be careful during the next year.
