Which of the following most accurately describes the problem?

TOLLS for the Humber Bridge which is scheduled to open at the end of this year have already been proposed. The maximum prices are: Heavy goods vehicles over 3 tons unladen: 2 axles, £5.20; 3 axles, £6.60; 4 axles, £8.00; goods vehicles 30cwt to 3 tons, £2.90; buses and coaches, £5.20; minibuses, £2.90; light vans, £1.50.

The last estimate for the total cost of the bridge — it will be the largest single span suspension bridge in the world — was E71.45m.

Meanwhile, other longerestablished bridges are also in financial difficulties. The Forth, Tay and Erskine Bridges in Scotland all have outstanding debts (£18m, £7m and £21m respectively) and it is expected that the tolls will soon rise.
