Which of the following most accurately describes the problem?

I FEEL I must defend the Department of Transport IRFO Newcastle, following your statement (CM, January 12) that it has been unable to issue any single-journey permits for this year.

We were in possession of all our period permits and all of our first allocation of German general quota single-journey permits for 1980 before.the end of December.

Too many hauliers leave their applications to the last minute causing unnecessary problems for an already overworked department.
