Which of the following most accurately describes the problem?

BRIGHTON Borough Transport has ordered an air-sprung Dennis Dominator double-decker as the prototype of a new standard bus for its fleet.

It will be fitted with a body to the undertaking's own specification, and was chosen because of its ease of maintenance, fuel economy and the built-in retarder on its Voith D851 gearbox.

Brighton does not need any new double-deckers at present, but it took the opportunity to buy the Dennis when a Leyland Atlantean, the present standard bus, was written off in an accident.

While the Atlantean has a somewhat limited period of production ahead of it, with the B45 (Olympian) due to enter production next year, Brighton was keen to reach an objective assessment of its needs.
