Which of the following most accurately describes the problem?

THE TRANSPORT MIN ISTER is looking into thi question of recovery of com pensation for propert3 damage, liability for which it not compulsorily insurablt whether a lorry is British 01 Continental.

Announcing this in thE Commons, Parliamentary Secretary for Transport Kenneth Clarke, pointed out that Continental lorries were subject to British law when operating in this country and were therefore required to be insured against liability for personal injury.

He had no reason to suppose that Continental lorries were not so insured, but in any event payment of due compensation was guaranteed under an agreement with the Motor Insurers' Bureau.

The result was that a claimant for compensation for death or personal injury was in no worse a position under the law whatever the nationality of the lorry or its driver.
