Which of the following most accurately describes the problem?

AUSTRIA — which claims to have one of the highest tonnages of transit traffic in Europe — has sent an urgent SOS to the EEC for funds to build a new 185-mile motorway, writes our Brussels correspondent.

The road will be the Aust. rian section of the proposed motorway link between thE northern part of the EEC and Greece.

Austria says its international goods traffic has multiplied 24 times in the past 15 years and during the same period spending on road transport work has only doubled.

In 1977 it was calculated that 14 million tonnes of transit traffic crossed Austria, compared with only 8.4 million tonnes for Germany and less than 8 million tonnes fot France.

Switzerland has already taken measures to restrict transit traffic by a ban on night driving and a weight limit of 28 tonnes.

So the EEC may well use its powers to finance road schemes in non-membet countries in cases where therE is a direct community interest.
