As if the British tax system were not already complicated almost beyond comprehension, Prof Foster, an economist to his finger tips, wants the track costs of "each category of vehicle'' to be calculated annually and reflected in the "appropriate level of vehicle excise duty to be charged.'' This would presumably involve a change in vehicle duty every year, so that what is at present regarded as one of the fixed costs of transport would be anything but. As the Government intend to abolish vehicle duty in favour of a higher fuel tax, however, the first of the Foster committee's major recommendation is sunk without trace.
