Which of the following most accurately describes the problem?

How on earth can the EEC expect to equalise competition between hauliers in the Community when there is such disparity in the ways road transport is licensed? If we are serious about the Common Market why didn't the Foster Committee on 0-licensing at least consider this? They have looked at licensing in certain other countries only. In Holland, for instance, a potential operator must prove he has about £2,000 in cash plus about £150 for each tonne of haulage capacity, while the Germans strictly limit the number of licences issued. Doesn't that give them an advantage?
