Which of the following most accurately describes the problem?

With reference to CM'S Convoy Scheme during hazardous con.ditions on motorways, surely much more could be done within present legislation and with slight amendment to the Law.

If all advisory speed limits on motorways were altered by law to compulsory maximum speed limits, this could lead to a patrol car running in the outside lane at maximum compulsory limit with his blue flag up. Anyone overtaking on an inside lane would be pulled in by the police as this is already a serious offence. Patrol cars could be fed in at intervals, returning in a similar manner in the opposite direction — resulting in total control at little or no extra cost, without need to seal off slip roads.

It is also time the police pulled in every vehicle, particularly heavies, who drive on sidelights or those extra special idiots who drive with no lights at all and who obviously think themselves immune, super-safe exceptiOns. Lights, of course, are even more important off motorways than on, and yet more than 70 per cent of all drivers run on side lights in poor visability and 10 per cent run with no lights at all. I think prosecution time should supersede cremation time, as it does in many Scandinavian countries.
