Which of the following most accurately describes the problem?

CORAS Iompair Eireann's plans to build Americanengined West German buses at Shannon in Western Ireland are still bogged down and another 50 older buses will be reconditioned this year.

The prototype 53-seater inter-urban single-deck FFG ,bus is still locked up at CIE's Broadstone works in Dublin. having been blacked by workshop union representatives who are opposed to the removal of bus building from Dublin.

Until negotiations with manufacturers can be completed satisfactorily, CIE has suspended the purchase of new vehicles and is continuing with a re-engining programme on its 12m Leyland Leopards.

Following its satisfaction with the performance of 50 re-engined last year with horizontal Detroit diesels and Allison automatic transmission, another 50 will be rebuilt this year. Their bodywork will be reconditioned at the same time.

Pilot re-engining of Leyland Atlanteans with Cummins diesels has not been a success and no more will be treated.
