Which of the following most accurately describes the problem?

I would like to take up a point arising from .the answer to the third question on page 47,

Q & A, CM January 5. It is not made clear at the end of the second paragraph nor at the beginning of the third paragraph that a driver may only continue to drive heavy goods vehicles (hgv) under the authority of his -ordinary" driving licence, issued under Part II of the Road Traffic Act 1960, if that licence was issued on or before February 1 1970 and is still current. All such licences will have expired by February 1 1973 and from that date no driver will be able to drive an hgv to which the hgv driver licensing scheme applies unless he holds either a provisional or full hgv driver's licence.
