Which of the following most accurately describes the problem?

• The licence of Regent Construction Co Ltd, of Swansea, was curtailed last week by the South Wales LA from eight vehicles to six and two further vehicles were then suspended for a period of three months. The company had been called under Section 69 following the issue, between May 1971 and August 1972, of three immediate and three delayed GV9s.

Mr J. J. Doyle, the plant and transport manager, told the LA that although the company was dissatisfied with the work a Swansea garage had been doing for them they were compelled to send the vehicles there because the garage was an agent for most of the vehicles operated.

Mr Doyle said that about £9000 was spent annually for repairs to the vehicles but this was disputed by a later witness, Mr F. Lavin, chairman and managing director of the company. He said that the figure for maintenance was nearer E25,000 and explained the discrepancy by the fact that items costing less than £50 were not included on the accounts. He also said that because the company was not satisfied with the work being done by the one garage, work had been spread out among five others.

The LA, Mr R. R. Jackson, said that the matter was very serious and had not been helped by the contradictory evidence of the two witnesses. He decided to curtail the licence to the six vehicles specified and to further reduce the licence for three months by two more vehicles.
