Which of the following most accurately describes the problem?

I Leicester City transport committee was told on January 17 that 35,329 passengers used the department's two Park 'n' Ride services in the pre-Christmas period. Of these, 26,407 used the south service, which has been operating on a permanent basis for the past five years, and 8922 used the special pre-Christmas service running from Red Hill on the north side of the city.

On one pre-Christmas Saturday alone 1000 cars used the two car parks at a time when all car parking spaces in central Leicester were full. Mr Leslie Smith, general manager, has recommended that a commuter park-and-ride service should run from the north side for an experimental period and the committee agreed to ask the traffic committee for financial assistance before taking a decision about this service.

The committee heard that the department had spent over £.2000 promoting the services, both of which operated at a loss. During 1972, the traffic committee agreed to subsidize the department's park-an dride operations, the first time the undertaking has received a contribution from the general rate fund.
