Which of the following most accurately describes the problem?

• The Greater London Council has agreed to the proposal that lorries of 40ft or longer should be banned from entering an area of London bounded by Vauxhall Bridge Road, Grosvenor Place, Park Lane, Marylebone Road, Euston Road, King's Cross Road, Farringdon Road, and the Thames, although such vehicles will be allowed to proceed along the thoroughfares named. Vehicles requiring access to premises in the area will be exempt.

The plan is still subject to agreement by the individual boroughs concerned but no dissent is expected and it is thought that the ban will be put into operation before the spring. A GLC survey showed that 1300 heavy goods vehicles passed through the area during a period of 24 hours, but 85 per cent could have avoided it.

The Freight Transport Association has said that it is concerned about the consequences of banning lorries without the provision of suitable alternative roads, nevertheless it supports the action in principle.

The Road Haulage Association's reaction, too, is favourable, because it has already advocated similar action. The RHA points out that it has many members within the area operating vehicles and the ban will provide more room for them to do so.
