Which of the following most accurately describes the problem?

• The TIR Customs convention will continue at least until the end of this year although the Community Transit procedure is available now to British hauliers, the Southern section of the Chartered Institute of Transport was told at its meeting in Southampton on Wednesday last week.

Speaking on the role of HM Customs and Excise in Europe, Mr D. J. Pullen, assistant collector, HM Customs and Excise, Southampton Eastern Docks, said that the Community Transit procedure will be mandatory for journeys involving crossing two or more frontiers and for certain produce which enjoyed a reduced rate of duty because of its end use. He quoted barley used in beer brewing as an example.

Use of the forms TI, T2 or T3 would have the advantage of dispensing with the need for a certificate of origin, he said, because use of the appropriate form indicated whence the freight originated. T1 indicated that the goods were from outside the Community and T2 or T3 would be used only if the goods were in free circulation — that is, had been produced in — within the member States.

Tariffs between new members and the original Six would be reduced at the rate of 20 per cent a year, said Mr Pullen, and it would be necessary for new members to use T3, to indicate a reduced tariff at the current rate, for about five years.

Notes on completing the Community Transit form were contained on Notice 751 obtainable free of charge from HM Customs and Excise, said Mr Pullen.
