• The need for more stringent noise regulations for heavy lorries is foreshadowed in the first report of the Royal Commission on environmental pollution published on Tuesday.

The Commission said that although vehicle noise was already 'subject to legal limitation, some of the regulations did not seem to be frequently enforced.
