Which of the following most accurately describes the problem?

Local authorities frequently make me boggle, perhaps because they seem so free at spending other people's money. Did you see the advertisement in the weekend papers for a director of leisure and recreation for Dudley Metropolitan Borough at E9153 to £9927? To lead a "recently unified department employing 600." I thought we were supposed to be a near-bankrupt nation trying desperately to climb out of the worst recession since the Thirties.

Yet at the other end of the scale there are peculiar little rneannesses. For example, the _ cheap-and-nasty white roundeland-bar with which the GLC's (Ll"s) buses are now adorned in place of the attractive London Transport logo. I think this was started before GLC became the owners, but it really cheapens the appearance of buses which are in themselves quite a tourist attraction. It also downgrades the London scene, of which buses are quite a large part.

I'm sure someone from LT or GLC will write to tell me that it saves ninepence or something. It just seems to me that local authorities show an odd sense of values.
