Which of the following most accurately describes the problem?

Despite the report in CM last week about Dr Gilbert's intentions for the licensing of drivers of passenger vehicles which are taxed as private, when the EEC regulations come into force here, there is a great deal of uncertainty about the position of people who drive the larger vintage and preserved passenger vehicles.

There is not the same enthusiasm on the Continent for the preservation of the older vehicles and enthusiasts view with some concern the adaptation of regulations formed in a Community which takes no account of the difficulties encountered by people like myself in driving vintage vehicles to rallies and so on.

It is to be hoped that the British Government will extend to the vehicle preservation clubs and other similar organisations the same exemptions and allowances that they now enjoy.
