Which of the following most accurately describes the problem?

• On Monday the Minister of Transport laid before Parliament the Motor Vehicles (Construction and Use) (Amendment) (No. 41 Regulations 1969 for the enforcement of the plating and testing scheme in relation to trailers, requiring operators to display a disc showing the date of expiry of the test certificate on their trailers.

From February 1 1970 a test date disc win be issued at testing stations with the trailer test certificate and it will be compulsory to display these discs in a conspicuous and readily accessible position on the trailer. It will be an offence to display an expired disc. The colour of the discs will be changed each year but it will always be different from the excise licence for the year in question. Test date discs can be replaced, if lost, on payment of a fee of 10s.

The Minister has also laid before Parliament the Goods Vehicle (Plating and Testing) (Amendment) (No. 3) Regulations 1969 which enable operators to advance the date of testing of a trailer so that it can be tested with a tractive unit which is due for earlier testing.
