Which of the following most accurately describes the problem?

I WRITE in reply to the letter published regarding "agencies need regulation" (CM 12 August). I write to express full agreement with the content of Sean Saxon's letter and offer a suggestion of how operators can in part 'selfregulate' agencies.

As the operator of a tacho analysis bureau, I fully appreciate the comments with regard to so-called drivers who cannot complete tachograph charts correctly or understand the regulations. We see regularly what can be described only as excuses for tachograph charts.

Another problem, I agree, is the excessive delays in agencies returning drivers' charts to the operator.

To combat this, try some self-regulation: accept the agency's bill only if it is accompanied by the charts to which it refers — a not unreasonable request to a professional agency. Also, require agencies to train their drivers in the correct use of tachograph charts and get them to clarify that the drivers can do so and that they fully understand the regulations that apply to them before they send them to you.
