Which of the following most accurately describes the problem?

THE SCOTTISH Association for Public Transport (SAPT) has called on Lothian Regional Council to reject recommendations in its recent discussion paper for major roadbuilding in and around Edinburgh.

Commenting on the discussion paper, the association says more emphasis should be given to public transport — particularly a tramway system.

Traffic management, parking controls and other measures should be given to 'civilise' the use of existing roads by all vehicles.

Priority should be given to the running of an efficient bus service, even if this reduces road space for other vehicles.

And there should be priority for an outer city by-pass for Edinburgh aimed at reducing traffic through the central areas. The idea of feeder roads into the city is rejected.

On a local rapid transit, or .tramway system, SAPT rejects criticism that it is too expensive for Edinburgh.

Pointing to modern developments on the Continent, the association says LRT systems can be economic in construction and operation. And they can still offer a service faster, safer and more attractive than buses, SAPT contends.
