Which of the following most accurately describes the problem?

HAULAGE COSTS rose by 8.3 per cent during the first six months of this year, according to figures issued by the Road Haulage Association this week.

And the bulk of the increase can be attributed to the Budget which added 5.6p to the price of a gallon of dery and put the road fund licence for commercial vehicles up by an average of 35 per cent.
