Which of the following most accurately describes the problem?

HE Road Haulage Association has pro1tested to the Ministry of Transport at the proposal in the new Road Safety Bill that for a wide range of offences the maximum penalty should be four times as great for a goods vehicle as for any other type of vehicle.

While there may be a case for raising the maximum, says the RHA, a four-fold increase is excessive and there should certainly not be the proposed discrimination against one category of road user.
