Which of the following most accurately describes the problem?

AN appeal for funds by the Mendip Tipper Operators' Group has been launched by its chairman, Mr. Jim Cox. In a circular to members, Mr. Cox points out that a lot of the organizing expenses in the past year have been borne by committee members personally and it is felt that operators who have not already done so should register as group members and become subscribers. Registration fees for up to 10 vehicles are £2 and the scale proposed rises to £5 for fleets of 20 or more vehicles. Despite the "freeze", the committee looks forward to an "overwhelming expression of solidarity". Further details are available from Mr. Cox, c/o Brunel House, St. George's Road, Bristol I. A44 Improvement: The Secretary of State for Wales has authorized the Radnorshire County Council to start work on a scheme, estimated to cost £41,220, to improve a section of the Cardiff Llangurig trunk road (A44) at Neuadd Ddu. This road forms part of the main north-south route through mid-Wales. The existing road has a carriageway width of only 17 ft. in places and no verges. The scheme will improve the alignment to modern standards and a 24 ft. carriageway and 12 ft. verges will also be provided.
