ILLICIT caravan towing took place in 1the north-west, alleged Mr. M. Stanley, a representative of Hoyland and Stanley Caravan Transport, Ltd., Cheadle, when they opposed an application by •Mr. J. Warhurst, 20 Barkwell Lane, before Mr. A. H. Jolliffe, North Western Deputy Licensing Authority, at Manchester last week. The applicant sought a B licence to tow caravans within 200 miles.

Mr. Warhurst, who stated that he was in business as a chimney sweep, said that recently many people had told him of difficulties when trying to get their caravans towed. He had a 1t-banner and had been advised that he would be able to tow caravans until he acquired a R licence.

In an endeavour to test the public demand he had advertised in the local paper, saying that he had facilities.

Mr. G. P. Crowe, for Hoyland and Stanley, said that the public had been deliberately misled because the advertisement should not have appeared until Mr. Warhurst had acquired his B licence. Three witnessess who were connected with the caravan trade said that they had difficulty in trying to obtain hauliers to tow their caravans. Approaches had been made to Hoyland and Stanley . but sometimes they had been unable to help.

• In evidence Mr. Stanley said that if suffic.ient notice were given they. were usually able to tow caravans to any part of the country. A minimum time was about 56 hours. In the Manchester area there were many " pirates " who towed when they had no licences to do so. Mr. J. Banber, for the applicant, observed that if this were the situation there were not sufficient licensed operators to cope-with the demand.

Mr. Jolliffe reserved decision and said that the situation would have to be fully investigated.
