WHEN Blarnire's Transport Services, Ltd., Chapel Lane, Longton, were fined £1 in each of 14 cases of permitting men to drive vehicles for more than 11 hours in a period of 24, at Preston Magistrates' Court on Monday, Cllr. I. Welsby, chairman, said they were treating the charges as technical offences.

One of the company's drivers, George Van Boyd, Hoghton Lane, Higher Walton, was fined 10s. in each of 12 cases involving parallel charges, and . Martin Gallagher, Avalon Drive, Freckleton, and Herbert Taylor, Castleton Road, Preston, were each fined 10s. for a similar offence.

Prosecuting, Mr. D. Turner said that • the drivers were on night trunk work from Longton to London. The regulations stipulated that the 24-hour period " should commence at 2 a.m., but the records showed that the journeys had been calculated from 2 p.m. and that only. 11 hours had been worked.

Mr. Francis C. Stephenson, traffic examiner, said that calculating from 2 a.m. the drivers had driven more than 11 hours. He agreed that they had not driven for more than the permitted hours in any one week.

Mr. F. D. Walker, defending, said that when the regulations were made in 1930 the time of 2 a.m. was chosen because it was the dead of night and safe to assume everyone was at rest. In no period did the records show the defendant drivers had worked illegal periods.

READY REFERENCE TO 1960 ACT

TABLES of comparisons which will show how •those sections of various Acts which mainly concern Licensing Authorities are dealt with in the consolidated Road Traffic Act, 1960, which operates from September 1, have been prepared at the instigation of Mr. W. P. James, West Midland Licensing Authority.

The tables show which sections have been repealed and indicate where they appear in the consolidated Act. Copies of the tables have been forwarded to all interested solicitors and associations in the West Midland Traffic Area.

GRANT FOR LYTHAM ST. ANNES

AN application by Lytham St. Annes Transport Department for an increase of 2d. on return fares on four routes was granted by the North West Traffic Commissioners, at Manchester, on Tuesday. The routes lie between St. Annes and Blackpool. It was stated that although an increase was granted in March, last year, it had not concerned the routes now under review.

HIGHWAY APPOINTMENT

TE appointment of Mr. J. L. Paisley -asnorth western divisional road engineer was announced by the Ministry of Transport this week. He succeeds Mr. V. H. Haynes, who has held the appointment since October, 1955, and who retires at the end of the month. Mr. Paisley has been a senior engineer at headquarters since 1952.
