Which of the following most accurately describes the problem?

INCREASES of about 4 per cent. took place in the number of C-licence operators and of C-licence vehicles in the year ended last June. There were 17,038 more operators and 35,768 more vehicles. Seventy-eight per cent. of the additional vehicles were in the class up to 11 tons unladen. There were fewer C-licence vehicles in the range from 11-2 tons and 2-21 tons unladen.

The Irish Transport and General Workers' Union and the National Association of Transport Employees had claimed an extra £1 a week and certain increases in allowances. The Workers' Union of Ireland, representing 900 employees, had demanded 17s. 7d. and an increase of 2s. 5d. in allowances.

No further meeting has been arranged between the unions and the company, but the unions are understood to be considering what new steps can be taken.
