POOR RECORD-KEEPING has resulted in an experienced operator having his licence cut from three vehicles to one. North-Western Deputy Traffic Commissioner Mark Hinchliffe expressed surprise that someone with nearly a decade's experience should fall foul of the regulations.

Bolton-based Mavji Devshi Varsani had been called before Hinchliffe because of a failure to record the maintenance carried out to the one vehicle in his possession.

Vehicle examiner Darren Robinson said the vehicle had been given an Smarked prohibition in November due to a significant maintenance problem. A refusal to clear and a variation notice were issued when the vehicle was presented for prohibition clearance with a bald tyre. Only two inspection records could be produced when he carried out a maintenance investigation in January receipts from the maintenance contractor. There was no forward planner, nor a written drivers' defect report system in place. After looking at maintenance records produced at the hearing, Robinson said there was a marked improvement, and Varsani had taken on board the advice he had been given.

Varsani said he had been operating for 14 years, running only one vehicle for nine. In addition to the six-weekly inspections being carried out by the maintenance contractor, he was personally inspecting the vehicle every month. He gave a series of undertakings in relation to his maintenance arrangements.

For Varsani, Mark Davies said he was an operator who wanted to get it right, and had put new systems in place immediately after the vehicle examiner's visit.

The DTC said Varsani had been in the game a long time and, after all those years, should perform better than this. Hinchliffe took a serious view of the fact that the maintenance arrangements had fallen into disuse, but took into account the rapid response to the vehicle examiner's visit,
