Which of the following most accurately describes the problem?

• A campaign against speeding trucks has been launched by the Suffolk police.

Additional video equipment has been bought and letters are being distributed to drivers at East Anglian docks as part of the campaign.

Suffolk police say they will be making a "concentrated effort" to enforce the law on speeding HGVs throughout 1990, and warn that drivers will not always be stopped when they are speeding: instead notices of impending prosecution may be sent by post.

"In 1989, 62 accidents on Suffolk roads resulted in fatalities. In total, 18 HGVs were involved in 14 accidents," say the police.
