Which of the following most accurately describes the problem?

• North Western Traffic Commissioner Martin Albu has cut the duration of the licence held by Coachlines UK of Kirkham so that it expires at the year-end.

Last December consideration of possible disciplinary action against the company was adjourned for three weeks for the production of up-to-date accounts. He did not propose to take any action against the four-vehicle licence, other than to record a warning, should the accounts prove to be satisfactory, (CM 7-13 December). Asked to explain why accounts were still not forthcoming in April, managing director Melvin Green said there were difficulties caused by the illness of his wife, who looked after the bookkeeping.

Green said the maintenance of the company's vehicles was improving. A third vehicle was now on the road; a fourth would be MoT-tested in July. Cutting the duration of the licence, Albu said he would require a full financial statement when it was due for renewal. He added that the company might be wise to seek advice about the administration of its business.
