Which of the following most accurately describes the problem?

• Former Labour Chancellor Denis Healey is to speak at this year's Road Haulage Association Tipping Convention.

Healey, who is now the Shadow Foreign Secretary, will speak on May 16 after the first morning's two papers for tipper operators.

They are: EEC Transport Policy — Harmony or Discord? by Helen Jenkinson of the EEC Commission; and Lorries in Towns — Management or Chaos? presented by Peter Robsbaw from the Civic Trust.

On May 17 there will be four papers, with the final one on the future of haulage in Britain presented by the new RHA national chairman — who is still to be elected, but is expected to be vice-chairman Glyn Samuel.

Colin Burton from Mercedes-Benz UK will open the morning by asking Cost Effective Transport — Can the Haulier do Better?; then the Tachograph — the Haulier's Friend or Foe? will be presented by Richard Greenwood from Foster Tachographs; Bart Collins, editor of Petroleum Times will talk on Fuel and the Economy.
