A We assume you are referring to the Motor Vehicles (Construction and Use) (Amendment) (No. 4) Regulations 1967, No. 1753, obtainable from HMSO price 6d. This amendment makes more stringent provisions with which tyres fitted to any "motor vehicle or trailer" must comply with effect from April 1 1968.
As the only exemption specified in paragraph 2 (2) relates to agricultural vehicles it would seem that these regulations will apply to mobile cranes, as they would come within the broad category of "motor vehicles" when used on the road.
