Which of the following most accurately describes the problem?

• Mr. Jack Wingrove of Jack Wingrove Ltd., and Mr. R. G. Spencer of Spencer's Coaches, have lodged an official protest with the organizers of the British Coach Rally (see pages 40-41) regarding the results of class 1 of the concours d'elegance. This was the mini-coach section of the concours, and the complainants allege that the Ford Transit which won this section was merely a personnel carrier and therefore not eligible to win a major award.

Jack Wingrove Ltd. entered a Walkerbodied Austin 12-seater which had a purpose-built coach body and was placed second, while Spencer's entered a Ford Transit with a Deansgate 12-seat coachconversion body which was unplaced.
