Which of the following most accurately describes the problem?

from our industrial correspondent

• The National Joint Council for the Omnibus Industry has reached agreement in principle for a 12s-a-week bonus to be paid to company busmen in the provinces who do stage work in urban areas.

Talks are to be held at local level to work out where the bonus will apply.

Agreement has still not been reached on a general 10s-a-week bonus for one-man operations by the 110,000 company busmen. This is delayed because the unions are still pressing for a higher percentage of the savings from one-man buses to go to the men who operate them.
