Which of the following most accurately describes the problem?

• Unofficial consultations have begun between the Ministry of Transport and the local authorities which fall in the first four proposed PTA areas. A letter has been sent to the Clerks of the Councils concerned, which outlines the proposed boundaries.

The Merseyside PTA area will extend from Southport in the north to the Wirral and west to Widnes, Runcorn and Kirby. The Manchester area will extend from the borders of Todmorden. Rawtenstall and Darwen in the north to Wilmslow and Whaley Bridge, Derbyshire, in the south. The Western extent will be from Bolton, Leigh and the outskirts of Lymm and the area extends to the Yorkshire border in the east and including Saddleworth in the West Riding.

The West Midlands area will extend from Rugeley in the north to Redditich in the south and from the Shropshire border, including Albrighton. but excluding Kidderminster and Droitwich in the west to the borders of Tamworth and Coventry in the east. Greater, Tyneside PTA will extend from Blyth and Ponteland in the north to Sunderland and Washington in the south, and westwards along the Tyne valley from its mouth to Blaydon and Prudhoe.
