Which of the following most accurately describes the problem?

• The National Board for Prices and Incomes is due to publish today, Friday, its report or the pay of municipal bus employees. The Ministers of Labour and Transport and the Secretary of State for Economic Affairs asked the Board on January 27 to investigate a pay increase of El a week approved—after protracted negotiations—by the NJIC for the industry on December 14.

Included in the reference was the award made on January 22 by Nottingham City Council (who supported a transport committee resolution urging implementation of the N.JIC settlement with effect from February 2).

The bus unions bitterly assailed the Government's veto of the pay increase and their reference of the issue to the PIB who had by implication condemned the reported pay increase—if it was without any productivity strings—in their Report No. 50: Productivity Agreements in the Bus Industry (CM December 29).
