A WELSH operator has lost its 0-licence after being called to its fourth Public Inquiry because of maintenance problems since its licence was granted in 1994.

By 2001 the original 16-vehicle licence granted to Risca-based CH Fell 8z Sons was reduced to 12 vehicles and in that year it was cut by a further five before being finally reduced to three vehicles.

Vehicle examiner Robert Mitchum said that he inspected three vehicles in May at 24 hours' notice, issuing one immediate prohibition and three defect notices.The problems included loose wheelnuts and a number of missing maintenance records.

Partner Clive Fell weed that the firm did not have a good record but said it had never lost a wheel from a vehicle, He said that the maintenance records had been thrown about during a break-in. They were in a mess and he destroyed them.

Revoking the licence, Welsh TC David Dixon said that the firm had had its chance and there were no exceptional circumstances."After a final warning you have to be squeaky clean," he said. He disqualified Clive Fell from holding an 0-licence for 12 months and his two sons for six months apiece.
