Which of the following most accurately describes the problem?

PROSPECTS of a new high-level road bridge over the Manchester Ship Canal at Warrington to replace antiquated swing bridges have received a setback.

The Department of the Environment has told Warrington and Runcorn Development Corporation that the bridge, estimated to cost between £20m and £30m, should not be included in the corporation's roadbuilding programme.

The bridge, a central feature of the Development Corporation's plans, could be included in future road schemes put forward by Cheshire County Council.

Warrington Chamber of Commerce claims its member firms lose thousands of pounds annually in fuel costs arising from delays and diversions caused by the existing swing bridges, which at peak periods operate at near capacity.
