Noel, who has retired from .oad haulage and has more time to give to this exacting task, led the protracted study in the 'sixties that created the association's present structure. His legal training, then as now, was a great asset.
The association's top hamper had been such that I am surprised it did not capsize in a light breeze. It had a National Council of 120, a National Executive Council of area members who met four times a year, and a two-part cabinet consisting of the chairman's committee and finance committee.
The cabinet was transformed into the nine-member Executive Board, meeting monthly, the flatulent NEC was eliminated and the National Council was fined down to 55 members. More streamlining is no doubt possible.
