Which of the following most accurately describes the problem?

• The North-Western LA, Mr H. A. Jolliffe, at Liverpool on Wednesday reserved his decision on an application by Kirk and Co Ltd, Liverpool, to vary an existing Contract A licence covering four vehicles to A licence.

Mr G. H. P. Beams, for the applicant, said Kirk wanted the A licence in order to be able to carry return loads.

Mr J. E. Sanders, managing director, said his company carried prestressed and cast concrete beams for Pier Head Ltd, of Liverpool. It was unsatisfactory being unable to carry return loads; an A licence would enable Kirk to lower charges which would be a financial help to Pier Head.

Mr G. Clayton, for British Railways, said that as it was difficult for beams of the nature mentioned to be carried by rail, BR was only objecting the return work part of the application.
