Which of the following most accurately describes the problem?

• Two Ministry of Transport vehicle examiners, Hubert William Methven, of Rosemary Avenue, Edmonton, and Leonard Richard Pope, of The Broadway, Woodford Green, Essex, were last week found guilty at Tottenham magistrates' court of corruptly obtaining £5 from a lorry driver as a bribe. They were each fined £25 with 20 guineas costs. Both pleaded not guilty and Mr Pope said he would appeal.

Mr Patrick O'Sullivan, the lorry driver, of Oldborough Road, South Ilford, said he took his employer's vehicle to the Edmonton testing centre where Pope, pointing out three faults, told him: "It will cost you £5 to get it through the test." Subsequently the driver returned with a cheque for £5, the statutory test fee, and five £1 notes marked by his employer, Mr William Allen, a director of E. and R. Pays Ltd, a Leyton building company. At the end of the test the driver handed the £1 notes to Methven who said he took the £5 to be a tip.
