Which of the following most accurately describes the problem?

THE first central area (red) one-man bus services to be introduced by London Transport under the terms of the new agreement on improved pay and conditions for London busmen will be introduced on October 21. Four routes. all suburban, are involved, and the services will be converted wholly to oneman operation, a total of 24 39-seat, single-deck buses being involved. These vehicles are being converted from ordinary single-deckers. the conversion including the fitting of power-operated doors. Each of the services selected for the first conversion has been running at a considerable loss and might otherwise have had to be reduced or possibly even withdrawn. They are: Hampton Court station to Kingston (route 201); Hampton Court station to Claygate (206); Kingston to Staines (216), all irt south west London, and operated by Norbiton, Fulwell, and Kingston garages respectively, and: Hornchurch garage to Epping Town (250). in north east London, and operated by L.T.B.'s garage at Romford (North Street).
