Which of the following most accurately describes the problem?

THE Road Haulage Wages Council last Friday published Notice R.H.(79) setting out the proposals to abandon Grade 2 as a pay area and to increase to time and a half all weekday (i.e. Monday-Friday) overtime payments after the first two hours. The terms Grade 1 and 2 have been dropped and the wage rates are now defined geographically as within or outside the London area.

A statutory objection period of 14 days will be observed before the Wages Council meets to put firm proposals to the Minister of Labour.
