Which of the following most accurately describes the problem?

I NTEREST aroused by the national conference of road-transport employers, held at Sheffield on September 12, to consider the position arising from the setting up of the Government committee of inquiry concerning the wages and working conditions, has been reflected in numerous letters and telephone messages to the organizers.

These expressions of opinion, a correspondent was informed this week, emanate from many parts of the country, and voice emphatic support of the resolution which the conference adopted, calling: for the reconstitution of the employers' panel of the National Joint Conciliation Board " on more democratic lines," and declaring that, as at present constituted, the panel is not fully representative. The following extracts from letters received after the conference were given to our representative :— " Although we five employers live 200 miles from Sheffield, we have read with interest the resolutions, which were long overdue. Now you have got the wedge in, do not fail to drive it home . ."

" I note with satisfaction' that my association was represented at the conference. If it had not been, I, with four other employers, would not have renewed our subscription."

" I am in entire agreement with the resolution passed as to the failure of the National Conciliation Board machinery. I do not think for a moment that there is any doubt as to its failure."
