Which of the following most accurately describes the problem?

Shock horror uproar! 0-licence revocations up by 35%! Don't let this startling statistic from the latest annual report from the Traffic Commissioners upset you (especially if you're an illegal operator). True, revocations did go up by 35% during 2000-2001, but the actual figure was just 255. Set that against the 105,455 0-licences currently in circulation and it represents less than 0.5% of the total.

That would seem to suggest one of two things: Either everything in the industry is rosy—or we've still got a long way to go before we get rid of all the bad apples.

CM certainly welcomes the increase, and the more we hear from transport lawyers complaining that the current crop of TCs is taking increasingly tough action against their clients the more we think they're on the right track. But 255 revocations? Come, now.

We'll be sifting through the TCs' report carefully but we agree with some of its conclusions: that there are too many CPC holders currently operating "off-site"; and that every 0-licence holder should have taken and passed the CPC exam. But don't expect us to back the idea that local residents who've already made a representation against an 0-licence application should be given the right of appeal against the TC's decision.

There are already too many busy-body neighbours and barrack room lawyers getting in the way of things. Law-abiding hauliers should be left to get on with their job.
