Which of the following most accurately describes the problem?

• Rules forcing manufacturers of artics to fit anti-lock brakes from April 1992 have been formally laid before Parliament.

The rules will also apply to inter-urban and long-distance coaches over 12 tonnes GVW: to trucks over 16 tonnes authorised to tow trailers over 10 tonnes and first used after 1 April 1992; and to trailers over 10 tonnes manufactured after 1 October 1991.
