Which of the following most accurately describes the problem?

• The Government has still to make up its mind about whether anti-spray devices should be specifically checked as part of the annual test for heavy goods vehicles, new junior Transport Minister Lord Brabazon of Tara has said.

He told peers that about 120,000 lorries and trailers have been fitted with the devices. By this time next year, when all trailers manufactured after January 1975 must have them fitted, a large proportion of lorries on the road will have them.

He acknowledged, however, that visiting foreign vehicles would be exempted under the international Traffic Convention.

A Department of Transport spokesman said this week that there was still no sign of a decision on whether to include a check on anti-spray equipment in the annual test being taken, or which way ministers were inclined to act.
