Which of the following most accurately describes the problem?

LIERS looking to West Yorkshire for a lead on this year's wage tiations were disappointed this week. Leeds and Bradford drivave turned down a 5.2 per cent interim pay offer, and say they : more, writes ALAN MILLAR.

packed meeting in Leeds es Hall last Sunday overmingly rejected the 5.2 per offer which, employers had id, would bridge the gap ber) their November settle date and January 1 when t other areas are due to cording to Transport and )ral Workers Union Leeds District commercial officer y Carter, it was an orderly ting. ) more talks between the sides had been arranged as :losed for press, but Mr Car:old CM that he would be ig hauliers' federation chairDon Archbold for dates for ler meetings at which he 3s to renegotiate a more ptable deal.

ie rejection may force her negotiating body to e the first move this winter, Igh many secretly still hope a quick Leeds and Bradford ement will let them off the hook of having to forge a pattern for the winter.

One area in which neither employers nor union wants to hog its traditional limelight is Scotland where only last week the TGWU lodged a claim.

In line with the lay delegates' decision on August 1, it calls for increases in basic pay, subsistence allowance, night-work allowance, and holiday pay in line with the rise in the retail price index. It is also asking for a protective clothing allowance, for paternity leave, an increase in personal insurance, and for accident benefit based on four years' average earnings.

No dates have yet been fixed for discussion of the claim, and both sides' near lethargy makes a notable contrast with previous years when comparative prosperity has hastened trendsetting deals north of the border.

The United Road Transport Union was due to lodge its claim for the North-western area this week, but no details were available as we closed for press.
