Which of the following most accurately describes the problem?

Far-reaching developments in two different branches of the electrical equipment field are revealed this week. The first represents a completely new approach to anti-dazzle vehicle lighting; it is a Lucas device which provides double the normal visual distance for a driver using dipped headlamps, while simultaneously ensuring that the offside edge of the extra light beam is kept clear of the driver of an oncoming vehicle and thus eliminates dazzle.

The second development, announced at this week's Clean Air Conference, concerns a mechanically rechargeable lightweight battery. This, together with confirmation that Joseph Lucas is the company whose project for a zinc/air battery is being backed by the Ministry of Technology, opens up new possibilities on the battery-electric front.
