Which of the following most accurately describes the problem?

TOURNEYS by goods vehicles to what J was described by the defence as " one of the most desolate parts of South Wales" led to fines on a Dunnington, Yorkshire, company of potato merchants, at Ouse and Derwent Magistrates' Court last week.

Kenneth Tatterton, Wilberfoss, York, and Norman Varey, Dunnington, were each fined £5 for failing to keep accurate records. J. L. Fridlington and Co., Ltd., Dunnington, were fined £20 for failing to cause proper records to be kept in each instance.

Mr. E. Wurzal, prosecuting, said a check was made in South Wales on June 25, and at the company's Yorkshire office it was found that the records of Tatterton and Varey did not agree with this check. Varey, the company secretary, was acting as a relief driver.

Mr. G. H. Heninghem, defending, said it was the start of the potato season. The drivers had not lost any rest nor worked extra hours.
